Vape Merchant Account for Shops and Online Sellers
A vape merchant account sits under MCC 5993, and online vape sales are one of the few categories both Visa and Mastercard make acquirers register by name before a single card is run. Below is what drives that scrutiny, which federal laws an underwriter checks, and how vape, e cigarette and tobacco sellers get set up correctly.
Short answerRead this first
How do I get a vape merchant account?
Show proof of PACT Act registration if you ship, your state tobacco licenses, a product list that matches FDA authorized or state listed products, and a working age verification process at checkout and delivery. Online vape credit card processing also requires your acquirer to register you with Visa and Mastercard.
The right setup for vape and tobacco merchants
What fits
- A counter POS with built in age checks for the shop, and a separate online account with age verification if you ship.
Why it matters here
- Counter sales and shipped orders are underwritten differently, so mixing them on one account is the fastest way to lose both.
Most common setup mistakes
- Running online vape orders on a retail counter account
- No age verification step at checkout or delivery
- Selling products not on the FDA authorized list or state directory

Step 2
Optimized POS and payment setup
We configure your register to scan IDs and block underage sales, and set up the web store with database age checks and adult signature delivery. Each channel gets a processing setup built for its own risk.
Step 3
No long term contracts. No termination fees.
Flavor bans and state directories change often, and a contract you cannot leave is the last thing a vape shop needs. Every setup we place comes with no long term contracts and no early termination fees.
Step 4
Keep more of every swipe
Smoke and vape shops often pay an online rate on counter sales or a high risk surcharge that never goes away. We show you exactly what each swipe costs and where the extra charges come from.
Network registration for MCC 5993
Under the Visa Integrity Risk Program, card absent sales of tobacco products, including cigarettes, electronic cigarettes and vaping devices, are classified as Tier 3. For the United States, Visa requires every card absent MCC 5993 merchant to be registered. Mastercard's Specialty Merchant Registration Program also lists non face to face tobacco sales under 5993.
Registration carries real cost and monitoring for the acquirer. Mastercard announced a new high risk acquirer license fee from May 2026 and specialty merchant volume and transaction fees from June 2026. That is a big reason general processors avoid ecig merchant account applications altogether.
The PACT Act and online vape payment processing
Congress extended the Prevent All Cigarette Trafficking Act to electronic nicotine delivery systems in 2021. ATF explains that anyone selling or advertising these products in interstate commerce must register with ATF and with the tax administrators of each state they ship into, file monthly reports, and follow state licensing, tax and flavor rules.
Delivery sellers must verify each customer's age using full name, birth date and address against commercially available databases, and the law generally bans mailing these products through the Postal Service. An underwriter reading an online tobacco payment processing file will look for every one of those steps.
FDA authorization and what you may stock
The FDA requires a marketing granted order before a new tobacco product, including most vapes, can be legally sold. Products without that authorization are subject to enforcement. Underwriters increasingly ask for a product list so they can compare it with authorized products and with any state directory that limits which brands may be sold.
The federal minimum age to buy any tobacco product is 21 under Tobacco 21. Your point of sale and website both need to enforce it, and your staff training should be written down.
Smoke shop counter versus online store
A storefront that only sells face to face is underwritten very differently from a website that ships nationwide. Card present sales avoid most of the registration and shipping rules, so many shop owners open a retail account for the counter and a separate account for online orders. Our smoke shop merchant account page covers the counter side in depth.
If you plan to add shipping later, tell the acquirer before you launch it. Adding online sales to an account approved for in person only is one of the fastest ways to lose processing.
A vape credit card processing checklist
Before you apply, gather your ATF Form 5070.1 filing if you ship, every state and local tobacco license, your monthly PACT reports, your supplier invoices, the age verification vendor you use at checkout and the carrier service that checks age at delivery. Add a current product list with brand names and flavors so the reviewer can compare it with FDA authorized products and any state directory.
Keep that folder updated. ATF also maintains a non compliant list of distributors found in violation, and anyone who receives it may not ship to those listed. Staying off it protects both your shop and your vape payment processing.
How we set up vape credit card processing
We gather your licenses, PACT registration, product list and age verification vendor, then place the file with acquirers that already register 5993 merchants. Any reserve is set by the acquirer, and we show you every term before you sign. We also configure a descriptor your customers recognize to cut down on disputes.
Dewey Kopenga, in payment processing since 2018, reviews every file himself before it goes to underwriting. Send a recent statement and he will explain your current fees item by item.
What to check on your vape and tobacco statement
We check these and every other line during a merchant statement analysis. New to statements? Read how to read a merchant statement.
- Card present sales priced as card not present
- A tobacco or high risk surcharge on every transaction
- Equipment leases that outlast the terminal
- Annual or PCI fees that were never explained
Common questions
Still not sure? Ask us directly.
Does Visa require registration for a vape merchant account?
For card absent sales in the United States, yes. Visa lists online tobacco and vape sales under MCC 5993 as Tier 3 in its integrity risk program.
Do I need PACT Act registration to process online vape orders?
If you sell or ship across state lines, ATF requires registration with ATF and each destination state's tax administrator, plus monthly reports.
Can I sell vapes that lack FDA authorization?
The FDA treats unauthorized new tobacco products as illegal to sell, and underwriters check product lists for exactly this.
Is a smoke shop merchant account the same as an ecig merchant account?
Not always. Counter sales and online shipping are underwritten separately because shipping brings PACT Act and registration duties.
What age verification do underwriters expect?
Database checks at checkout using name, birth date and address, plus an age check at delivery, which the PACT Act ties to delivery sales.
